          Noong Setyembre 29, 1898, ang Paghayag ng Kasarinlan ng Pilipinas sa Kawit, Cavite ni Heneral Emilio Aguinaldo ay pinagtibay sa Kongreso ng Malolos.

          Ang mga taong-bayan ng Balangiga, Samar, ay magiting na naghimagsik laban sa mga pagmamalabis ng mga sundalong Amerikano. Lumaban sila at napatay ang 48 sundalong Amerikano na sumakop sa kanilang bayan. Bilang ganti, iniutos ni Heneral Jacob H. Smith na paslangin ang lahat ng mamamayan ng bayan, bata man o matanda, at gawing isang “umaatungal na kaparangan” (“howling wilderness”) ang Balangiga. Ang kaniyang utos: “Patayin ang lahat ng tao at sunugin ang lahat ng bagay; higit na marami kayong nasunog at napatay, higit itong makalulugod sa akin” (“Kill everyone and burn everything; the more you burn and kill, the better it will please me”). Ninakaw din ng mga sundalong Amerikano ang mga kampana ng simbahan ng Balangiga at dinala ito sa America bilang isang samsam (dalawa sa mga kampana ay matatagpuan ngayon sa F.E.Warren Air Force Base sa Cheyenne, Wyoming, at ang isa pa ay nasa Madison Barracks sa Sackets Harbor, New york).
